Higher Education Emergency Relief Fund II (HEERF II) Report

The following information is provided to comply with the Department of Education’s CRRSAA Act Reporting requirements.

The Federal Coronavirus Response and Response and Relief Supplemental Appropriations Act (CRRSA Act), 2021, has allocated emergency financial aid grants called the Higher Education Emergency Relief Fund (HEERF) II.

Angeles College signed and submitted the Certification and Agreement on January 29th, 2021 with the assurance that Angeles College shall provide no less than 100% of the Coronavirus Response and Relief Supplemental Appropriations (CRRSAA) for Emergency Financial Aid Grants to students with exceptional need who have been negatively impacted by financial disruptions due to the COVID-19 pandemic.

Quarterly Report ending March 31, 2021 (As of April 10, 2021) – Winter

Angeles College did not distribute any Emergency Financial Aid grants prior to March 31st, 2021.

Quarterly Report ending June 30, 2021 (As of July 10, 2021) – Spring

The first quarterly report reflects disbursements made between April 1, 2021 and June 30, 2021.

Angeles College received $218,031.00 from the federal government for the CRRSAA and American Rescue Plan Act (ARP) as part of the Higher Education Emergency Relief Fund II (HEERF II) on February 17, 2021. As of June 30, 2021, $77,900.00 of that money has been distributed to 146 students of the college.

The total number of students currently eligible to participate in programs under Section 484 in Title IV of the Higher Education Act of 1965 (as amended) and thus eligible to receive Emergency Financial Grants under Section 314(d)(7) of the CRRSAA is approximately159.

CRRSAA Section 314(d)(7) stipulates that awards be used only for financial assistance to students whose cost of attendance or emergency costs have been negatively affected by the COVID-19 pandemic. Examples of such costs include, but are not limited to, tuition, food, housing, health care (including mental health care), child care, and other education-related expenses. Angeles College utilizes the following guidelines to identify eligible students with the most urgent need for the CRRSAA and ARP Section (a)(4) relief program:

  • Undergraduate or graduate degree or non-degree (certificate) seeking students who were enrolled in the Spring 2021 quarter (for degree programs) or in the current term (for certificate programs).
  • Students who were enrolled in exclusively online programs.
  • Students must be current students who are actively participating in courses and are in good standing according to Angeles College standards.
  • Students must submit a 2020-2021 FAFSA and have a valid Expected Family Contribution value.
  • Students must submit an emergency grant application for the Emergency Financial Aid Grants to Students under the Coronavirus Response and Relief Supplemental Appropriations Act of 2021/Higher Education Emergency Relief Fund II (HEERF II).

Per CRRSAA guidelines regarding student selection, Angeles College prioritizes students with exceptional need according to their EFC value as determined by the FAFSA. Award amounts are based on each student’s EFC value. Awards for the period covered range from a maximum of $700.00 to a minimum of $100.00.

Notifications of award approval and directions for award recipients are provided by the Financial Aid Office and the Business Office via the students’ Angeles College e-mail addresses or their personal e-mail addresses that are kept in each student’s file. Follow-up contacts are made to ensure that each student approved for a grant is made aware of that fact.

This concludes the first two Quarterly Reports of CRRSAA and ARP (a)(4) funds for Angeles College.

Angeles College expects to resume HEERF II awarding for the 2021 Summer Term in this July.
