The Coronavirus Assistance, Relief and Economic Security (CARES) Act was approved by Congress and includes support for higher education students by providing Emergency Financial Aid Grants for students facing financial challenges due to COVID-19.
Angeles College has received funding from the federal government for a grant under the CARES Act as part of the Higher Education Emergency Relief Fund (HEERF). The College has signed and returned the Certificate and Agreement on April 15, 2020 required under the CARES Act with its assurance that the College will use no less than 50% of the CARES Act funds for Emergency Financial Aid Grants to students. Funds may only be provided for student expenses related to the disruption of campus operations due to the coronavirus.
The total amount received from the HEERF as part of the CARES Act pursuant to the institution’s Certification and Agreement for Emergency Financial Aid Grants to Students was $118,910. As of May 22, 2020, $112,475 have been fully distributed. This amount will be updated every 45 days.
The total number of students eligible to participate in programs under Section 484 in Title IV of the Higher Education Act of 1965, as amended, and thus eligible to receive Emergency Financial Aid Grants under section 18004(a)(1) of the CARES act, is approximately 158.
The total number of students with an Emergency Financial Aid Grant processed as of May 22, 2020 is 141.
The Department of Education has given colleges and universities discretion to determine how this emergency assistance will be disbursed to eligible students. Further, in accordance with the directive from Education Secretary Betsy DeVos, institutions are to prioritize funding for those students with the greatest need, while distributing grants as widely as possible for maximum impact. Understanding that many of our students have experienced financial hardships as a result of the pandemic, the College’s intention is to ensure that students with the most urgent need are the first to receive the emergency grant funds.
The methods used by Angeles College to determine which and how much students receive in emergency fund grants under section 18004(a)(1) of the CARES Act are as follows:
- Undergraduate or graduate degree seeking students who were enrolled in at least 12 hours in the
Spring Quarter and active as of May 5, 2020.
- Students who were not enrolled exclusively in online programs (must not have been enrolled in a
fully-online program as of March 13, 2020).
- Students enrolled in an eligible program under section 484 in Title IV of the Higher Education Act of 1965, as amended.
- Students who have submitted a 2019-2020 FAFSA or were eligible to submit a 2019-2020 FAFSA.
- Must submit an emergency grant application (Emergency Financial Aid Grants to Students under the Coronavirus Aid, Relief, and Economic Security (CARES) Act).
- Must be current students who are participating in courses actively and who are in good standing.
Included are students who were on an approved Leave of Absence.
Award amounts were set based on the students’ 2019/2020 Pell Grant eligibility, number of average hours students are scheduled to complete per week in their enrolled program, and incurred expenses certified on the students’ grant application provided by Angeles College.
Awards range from a maximum of $1,200 to the minimum of $50 and were/will be given to students after Angeles College – CARES Act emergency grant committee’s review and approval of the submitted application.

Instructions and guidance were provided to eligible students identified by the Registrar’s Office (via Angeles College email account and/or personal email address on file), along with the subsequent application. The application certifies that eligible students had qualifying expenses related to the disruption of campus operations due to COVID-19. Any remaining funds can be considered for students eligible for Title IV funding that might not have met all the criteria above.
In accordance with the Department of Education guidelines, upon successful submittal of the application, Angeles College notified students of their status via their Angeles College email account and/or personal email address as identified on their application. Funds were processed through accounts payable and students received a paper check (which was mailed to the address provided on the application). These Emergency Financial Aid Grants were not applied against existing account balances.
